Positioning:
The customs manager of the representative office is responsible for the insight into customs policies and trade policies to ensure business compliance and efficient operation. Core responsibilities include but are not limited to policy analysis, business compliance guidance, risk assessment and mitigation, and coordination and communication with government agencies to optimize import and export processes, improve customs clearance efficiency, and ensure smooth business operations.
Job Responsibilities:
1. Insight into customs and trade policies:
Based on the policy impact analysis conducted by the Customs Policy Analyst, promptly track and adapt policies and policy changes related to the company's customs business, review business gaps, potential risks, and opportunity windows against the current business rules, and ensure that the business solution complies with the latest customs and trade policies and requirements to ensure business compliance.
2. Customs clearance management: Manage the customer's customs clearance scenarios, communicate with the customer's customs clearance team, maintain good communication with the customer, understand the customer's requirements and expectations, design customized customs solutions based on the project and customer's requirements, provide professional services, and ensure customer satisfaction. Manage the customs clearance business under the subsidiary customs clearance scenario. (including but not limited to unified signing, spare parts, internal demand, test loan, etc.) To ensure standard customs declaration and efficient customs clearance; Handle the abnormalities during customs clearance, such as goods retention and fines, and solve the problems in time to reduce delay and loss.
3. Establish foreign cooperation relations: Visit the customs at the port of China and Kazakhstan and participate in or organize business exchanges. Maintain the relationship with the customs clearance point on a regular basis.
4. Manage customs clearance agent suppliers:
① Be responsible for the qualification, performance evaluation, and cost analysis of customs clearance agents, regularly evaluate suppliers, adjust the supplier list in a timely manner, optimize the supplier structure, and guide the customs clearance agents to ensure the quality and efficiency of customs clearance services through performance.
② Customs clearance expense management: Manage the application for payment of taxes and fees or the write-off of direct deduction, and the timely and accurate application for payment of customs clearance expenses of customs clearance agents.
4. To respond to customs audits, with specific responsibilities including preparing and submitting required documents, coordinating internal resources and ensuring the smooth progress of the audit; Analyze the audit results, formulate rectification measures, and prevent future risks.
Professional knowledge:
1. Have a good command of the company's business model, operation delivery model, and upstream and downstream business processes of import and export business. Be familiar with customs professional knowledge, tariff classification, customs valuation, country of origin, bonded business, trade control, risk management (including customs audit and inspection), customs relationship, and enterprise qualification management (AEO certification).
2. Understand the basic knowledge of processes such as LTC and supply chain management
