Job purpose/Overview:

The site Health, Safety & Environment (HSE) Manager has the responsibility of developing and maintaining HSE systems, policies and procedures, which facilitate the Site’s compliance with community expectations, Mars Corporate and Governmental laws, regulations and standards. The role has responsibility to advise and assist line management to ensure compliance with these requirements.

The HSE Manager is responsible for the continuous improvement activity set that embodies prevention, pro-activity, risk assessment, knowledge/ competency development and associate involvement essential in the development of a zero-incident culture.

HSE Manager will drive the overall Safety management during the project phase including design, construction and CVS process. The role will also prepare the site pre-operational start up for safety systems and processes in line with Mars standards and requirements.

Key responsibilities:

• Core member of the project team and the PCG
• Provides inputs on HSE to the design aspects of the project, ensuring consideration is given to compliance for Mars standards particularly the critical risk standards
• Provides input to set the HSE requirements for the contractor management safety standards and requirements
• Works closely with Safety managers and coordinators from the EPCM contractor, general contractor and other contractor companies through the construction phase of the project, providing coaching, direction and action as required Ensures appropriate disciplinary and reward systems for safety during project phase are developed and acted.
• Ensures Mars Incident Management and reporting requirements are in place through the project phase and all incidents are appropriately investigated and reported.
• Planning for relevant permits and HSE regulatory requirements to ensure for project and into operational phase
• Responsible for the development of the HSE management plan for transition from project to operation, including integration of HSE requirements to the CVS process, creation of the Safety & Environmental management systems and Mars standards.
• Provides functional leadership and development of local HSE team
• Provides influence to site management and supervision on HSE
• Ensures project and contractor safety meetings and actions are undertaken and followed through
• Sets the overall HSE vision of the site; executes the proper motivational techniques required to enliven this vision.
• Establishes HSE procedures in line with regulatory requirements and corporate standards.
• Is the Mars technical expert in HSE for the site.

Job specifications/Qualifications:

• Deep understanding of legal health and safety regulations and guidelines
• Good knowledge of data analysis and risk assessment, ability in producing report and developing standard
• Excellent on conflict management and motivational skills
• Outstanding attention to detail and observation ability
• Exceptional communication and interpersonal abilities
• Bachelor’s degree in safety management or relevant field is preferred
• Valid qualifications in occupational health and safety
• Experience in safety management system (ISO45001 and ISO14001) is preferred
• Good command in English both spoken and written.
